Two Somali migrant women were arrested and charged in the Medicaid fraud scheme targeting autism services for children.
Shamso Ahmed Hassan, 55, and Hanaan Mursal Yusuf, 25 face federal charges including:
- One count of conspiracy to commit health care fraud,
- Multiple counts of health care fraud, and
- Money laundering.
- The women ran Smart Therapy Center LLC and Star Autism Center LLC, and allegedly submitted $46.6 million in fake claims between May 2020 and December 2024, with $21.1–$21.2 million actually paid out by taxpayers.
- They paid off Somali migrant parents ($300 to $1,500 per child per month in kickbacks) to lie about their child having autism.
- Many services were never provided, the women used unqualified staff (often young relatives with no training), and engaged in fake billing.
- Hassan, was a shareholder and acted as lead biller.
- The money stolen was used to buy property and send money back to Somalia and places like Kenya.
- Both were arrested last week by ICE
This is part of a larger federal takedown in May charging 15 people in schemes totaling over $90 million across seven Minnesota Medicaid programs.

When asked in December whether the Somali community should hold its own accountable for these repeated frauds, Walz said,
“Look, it's not law-abiding citizens. If that were the case, there's a lot of white men, should be holding a lot of white men accountable for the crimes that they have committed"
