Clarence Woodward was arrested after police say he walked into a Bronx laundromat and attacked the 2 strangers without provocation.
He had been arrested 27 times and had been paroled 1 month before the killing.
Woodward was found by a correction officer - in medical distress - around 5 a.m. during a tour of the Center.
Staff and EMS treated him, and he was pronounced dead at 5:40 a.m.
Mamdani promised investigation “as quickly as possible.”
Correction Commissioner Stanley Richards, a convicted felon, also offered condolences and said the death would be investigated.
However, Mamdani did not offer condolences to the man Woodward allegedly hacked to death and the second man he seriously injured, nor did he vow a rapid investigation.
