NEW: A Haitian illegal alien who previously crossed during the surge at the Del Rio bridge in 2021 has been charged with sexually assaulting a Massachusetts resident. The Haitian was expelled in 2021, then went to a port of entry in Brownsville in 2022, where CBP released him into the U.S.
